Origin Channels does not display in DR cfg and status after Powerup

When a decoder that has already experienced a disaster and settled, and then a power cycle/reboot (basically the channel update reasons for all PEs must be non-user), the Origin Channels are not displaying in both DR cfg and status page of WEBUI.
