Description (partial)

Symptom:
PTS errors in 29.97 Hz (or lower frame rates) MultiRes profiles generated on an MFP board from a 720p59.94 source stream.

Conditions:
The issue can occur when frame-rate reduction is applied on a progressive source with a frame-rate of 59,94 Hz (720p@59,94).  The PTS/DTS deviations can only occur in case the source stream has a double or triple PTS spacing compared to the regular frame-rate PTS spacing as a result of telecining established by the TFF/RFF flags (for MPEG-2 sources) or the PictureStruct in the Timing SEI (for AVC sources).
