Description (partial)

Symptom:
After LC reload, ASR9000 floods unicast packets on l2tranport interfaces under bridge-domain  even if "arp purge-delay" and "port-down flush disable" are configured and some LCs keep MAC addresses and ARP entries.

Conditions:
ASR9000 is running with L2VPN configuration and terminates some vlans with L2transport interfaces.
 "arp purge-delay" under BVI and "port-down flush disable" under Bridge-Domain are configured so that ARP entries are not cleared.
