Description (partial)

Symptom:
BVI interface is "PIM off" after BVI interface is moved from vrf to global by below configuration commit:

no multicast-routing vrf c-mcast address-family ipv4 interface bvi 10
no interface bvi 10 vrf
no interface bvi 10 ipv4 address
multicast-routing address-family ipv4 interface bvi 10 enable
interface bvi 10 ipv4 address 5.5.4.2 255.255.255.0

Conditions:
Moving the BVI interface from vrf to global as well as enabling the bvi interface under "multicast-routing" in one configuration commit
