Description (partial)

When MPLS LDP process on standby RP restarts it reconnects with MPLS LSD on active RP and sends huge configuration data to MPLS LSD.  While LDP is sending data to LSD it keeps getting frequent flow control and a minute later connection got disconnected.

This problem happens when the router is configured with 80K routes.  The trigger is a restart of MPLS LDP process on standby RP after reaching NSR ready.  Also, this was only seen in RP2 type of card and not on RP3 card which has faster processor than RP2.
