Symptom:
The following exception shows up in the system logs:

Fri May  9 10:24:02 2014 Critical: An application fault occurred: ('snmp/config_queue_manager.py threads_handler|256', "<type 'exceptions.KeyError'>", "'CPUUtilizationExceeded'", '[egg/interface_controller.py main|1309] [egg/interface_controller.py _main|1427] [snmp/config_queue_manager.py threads_handler|256]')

Conditions:
The following configuration was removed from the xml file before loading to the WSA

      <common_trap>
        <common_name>CPUUtilizationExceeded</common_name>
        <common_enabled>0</common_enabled>
        <common_configuration>95</common_configuration>
      </common_trap>
