Description (partial)

Symptoms:

In redundant Cisco TMSXE deployments, the nodes unnecessarily negotiate every minute about which node that should be active.

Sample log entries:

2014-05-08 14:46:29,998 [15] DEBUG LoggedCallSection - EWS response:The operation can't be performed because the item is out of date. Reload the item and try again.
2014-05-08 14:46:29,998 [15] WARN  EWSClusterQuorum - 1Quorum file was modified. Requesting a cluster election!

Conditions:

The issue is caused by Cisco TMSXE Meeting Analyzer, which unnecessarily posts heartbeats to the mechanism that decides whether a failover is necessary (the "quorum") while it is open. This causes the services on both nodes to negotiate about who to promote to being active. 

Workarounds:

To avoid the issue, do not keep the Cisco TMSXE Meeting Analyzer open once the report is completed.

Note that the issue is mostly cosmetic, and that no actual failovers will be initiated because of the unnecessary quorum checks.
