Symptom:
Status for Decline softkey does not consist

Conditions:
1. Enable actionable incoming all alert on phone and disable both speaker and headset
2. Make a call to this phone, do not answer it
3. In the actionableincoming call alert, the decline is enabled.
4. Ignore the alert check the softkey, the decline softkey is disabled
