Description (partial)

Symptom:
Two JTAPI application observe same CTI port. 
When One application invokes register() and unregister() several times, In Service is sent to another application(observe only application) only after first register.
From second register() or later, CTI port remain to be Out Of Service in another application.

Conditions:
100% reproducible.
One Application Observes a CTI port.
Another Application invokes register() and unregister() for the CTI port.
