Description (partial)

Symptom:
Non-super User unable to Add Edit Delete Clear MSSQL Adapter DB Job Step in Job Activity Pane.

Conditions:
Non-super user is able to create a MSSQL Adapter job but unable to make changes to MSSQL Job Steps in Job Activity Pane.

Steps to reproduce:
1. Use non-super user to create a MSSQL Adapter DB Job and add job step
2. Insert Job in to the Scheduler
3. From the Job Activity pane double-click the Microsoft SQL job to display the Job Detail dialog.
4. Click the MSSQL tab.
5. Select the job step and click Edit to display the Job Step Details dialog.
6. Note the Add Edit Delete and Clear buttons are not selectable.
7. Use super user and note the options are available for selection.
