Symptom: The issue here is that UE is creating a new flow reusing same source port as before and the PGW deleting the existing flow. If the TCP socket is closed gracefully via FIN/FIN_ACK, the TCP socket will go into a TIME_WAIT state. After 20 seconds the flow will be deleted in the PGW, this is why the UE starts to retransmit after starting the new TCP socket. Conditions: UE sends TCP FIN to close the TCP socket, then re-establishes the TCP socket with the same src ip, src port, dest ip and dest port. The ASR will delete the TCP flow and then the UE has to re-open the TCP socket again.
