Description (partial)

Symptom:
Upon VPC reload (either both pairs or only one switch), MACs for some ports does not get installed in hardware on one switch (but show mac address will show it).

Conditions:
This is a timing condition for MAC sync across VPC peer link upon bootup. It affects orphan L2 ports more than VPC ports, although could be seen for VPC ports if traffic for some MACs are only ingressing on one VPC switch.
