Description (partial)

phone can not login EMCC with LKEM attached

1. phone A attached kem
2. HomeCUCM and ClientCUCM are mixed mode
3. from phone A, press application and select EMCC service
4. enter user/pin, then press submit, phone A will prompt login is unavailable(0),--this is wrong
5. move the kem, login EMCC again,it will successfully
