Description (partial)

Symptom:
Steps:
1. Phone registered on CUCM1
2. Move the phone to another VLAN where DHCP's option 66 points to CUCM2
3. Power cycle phone
Result:
The phone is not registered to CUCM2 is expected as CTL/ITL is CUCM1.
However either check CTL/ITL on phone UI or in CLI, there is only CTL/ITL signature, no CUCM/TFTP/CAPF/TVS etc information.
After a while, check it again, these information are shown.
