IPS normalizer signature 1300-0 may fire unexpectedly when TCP keep-alive segment is received holding 1-byte garbage data.

Conditions:
This was found on inline IPS sensor running 7.1(8)E4. Promiscuous mode sensors and other IPS versions are likely to be affected.
