Description (partial)

Symptom:
CX may stop filtering traffic after changing timezone. When logging into PRSM, users receive the following error: Error retrieving the event catalog. The eventserver might be down or otherwise unreachable. Please try again. If the problem persits, log into the product's CLI, then stop and restart services.

Conditions:
CX has uncommitted changes when services were restarted.
