Description (partial)

Symptom:
With auto-aggregation configured, the automatic increase/decrease of aggregation between a linkmgr->sessmgr will be done every 100 messages sent from a linkmgr towards. At low rates, the number of messages exchanged between a linkmgr and sessmgr is less and hence, will take more time for the aggregation to reduce. 
 
At low rates of Attach/detach testing(96, 288 and 481) the session set up time may seem higher as the traffic between linkmgr and a sessmgr will be very less initially in a fully loaded system (288 sessmgr instances).

Conditions:
This is more visible when there is not much messaging between linkmgr and sessmgr
