Description (partial)

Symptom:
The command "no snmp-server load-mib" should completely disable the MIB so it can no longer be polled but it does not work for pfmsnmp and pmsnmp mibs. They don't throw any error, but the mibs are not unloaded and we can still walk the objects in those two mibs.

Conditions:
When the command "no snmp-server load-mib" is issued from the Command Line Interface (CLI) it does not work for pfmsnmp and pmsnmp mibs.
