Description (partial)

Symptom:
vrf A and vrf B import direct routes via BGP "Network" commend

but found vrf B direct route import to vrf A miss the connected next hop.

Conditions:
can re-produce with below steps:

1# two VRF are import routes by route-target. 
2# announce 1st interface under VRF-A via "network" commend
3# announce 2nd interface under VRF-B via "Network" commend

when route import 2nd interface from VRF-B to VRF-A, the interface handle for NH will loss on VRF-A
