Symptom:
ASA doesn't send invalid SPI notify for non-existent NAT-T IPSec SA

Conditions:
There is NAT involved between the ASA and its VPN peer.
The IPSec SA was built over NAT-T (nat-traversal) i.e. UDP 4500.
