Description (partial)

Symptom:
Once the ASR9001 with 4.2.3 boots up initially, if the FPD (cbc) version is in 1.17 version and when you try to upgrade the fpd (to 1.18) then after the upgrade the FPD(cbc) version display "???.???" under show hw-mod fpd command. 
Also the canbus-server stats dislay CRC errors. and the partition is lost. as shown in the summary. When you reload the router, it will see Ether-ctrl messages and reboot loop multiple times and then comes up fine.

Conditions:
fpd upgrade will display ???? in show hw-mod fpd and CRC errors for canbus server.
