Symptom:
MeetingPlace Application Server crashes and restarts services with this message
 %SIM-4-EX_REBOOT28: 0x7111c: 0/2,  "siupdown.cc", 277 (0x1c, 0, 0, 0) Restarting due to software module failure, module = 28 CCA

Conditions:
MeetingPlace 8.5 and 8.6. 

CCA logs show:
WARN cca_call_fsm_util.c:71 (4758) GetNewCall: Call Resources Exhausted.
