Description (partial)

Symptom:
When Nexus9k is in stby mode for a HSRP VIP - its consuming the ping packets meant for a Cat6k which owns the VIP. Issue can also been if any other switch like Nexus 9k owns the VIP (ie is the hsrp active)

Conditions:
N9k should be hsrp standby/non-active.
