Description (partial)

Symptom:
Removal of the Standby shelf controller will result in traffic loss on 40G cards.

Conditions:
During a big network upgrade, where issues of sub shelves not communicating properly occurs, the 40G cards was found mistakenly pointing to the standby shelf controller. In order for this to happen an unexpected reset of shelf controller should happen during the upgrade and while the 40G card is rebooting.
