Symptom:
Federated contact doesnt get subscription request until jabber re-starts

Conditions:
Description: Two Federated users:
cuser001@c-fed-int.com on jabber 9.7.0 build 18474
duser001@d-fed-int.com on jabber 9.7.0 build 18474
Using CUP 10.5.1.10000-6 & CUP 10.0.1.10000-26 respectively.

Steps to reproduce:
1. cuser001 adds duser001:
   From jabber 9.7: File > New > Company Contact
   Enter IM address and group
   Click add

2. duser001 gets pop up and accepts and add's cuser001 to his roster.

3. cuser001 gets pop up and shares his status with duser001.
   Cuser001 can now do federated IM&P with duser001 and vice versa.
   
4. Later, cuser001 removes duser001 from his roster and privacy list and then re-adds duser001.

5. duser001 does not get a subscription request and gets added to cuser001's roster.
   (not sure whether cuser001 is in duse001's allow list at this point).
   
6. duser001 re-starts jabber and then gets the pop up.
