Description (partial)

Symptom:
When 'authenticate activate frequency x'  is configured, asr5k is attempting authentication & ciphering procedure  PDP Activation. 

From the logs it is observed that when UE sends Activate PDP Request, SGSN started authentication in parallel with CPCQ towards GGSN. CPC response from GGSN arrives SGSN before Authentication and ciphering response from UE arrives. Since GMM procedure is ongoing for this subscriber, SGSN did not initiate RAB Assignment Request to RNC. The RAB assignment request event gets queued in SGSN. After authentication and ciphering response, security mode command/security mode complete procedures are over, SGSN did not send queued RAB assignment request to RNC and after RAB Assignment timer expiry SGSN.
