Description (partial)

Symptom:
After the l2vpn_mgr process restarts, some bridge-domain (VFI) pseudowires that are auto-discovered with BGP signaling are going down.

Conditions:
Bridge-domain with (VFI) auto-discovery bgp and signaling-protocol bgp has to be configured.
The l2vpn_mgr process has to be restarted, either due to a failure or if a L2VPN SMU bug fix is installed.
