Symptom:
Issue Description:-

 CRS was dropping outbound packets when receiving Pause frames.
This CRS was using IOS-XR 4.2.3 and PLIM 4-10GBE-WL-XFP. Ingress and Egress flow-control was disabled.

 
Interface drops can be verified with command output below.

The issue is seen as in the h/w(moose) by default pause frame processing is enabled without any configuration.
