Description (partial)

Symptom:
SSM-FAIL on OC3 OSC on TNC-E STBY when TNC is ACTIVE

Problem: 
********
On a 9.607 node which has TNC (SLOT-1) and TNC-E (SLOT-8) in the same shelf, configured OC3 OSC on both of them.
Configured the SLOT-1 OSC OC3 as Primary Reference and SLOT-8 OSC OC3 as Secondary Reference.

The Primary reference came up fine, which receives G811 from the far end node and locks it
The secondary reference reports SSM-FAIL. The farend of the secondary reference is selected as ACTIVE and hence it should receive the DUS. Insted it reports SSM-FAIL

When we do a side switch to make slot-8 active, the condition recovers. The second reference started reporting DUS.

NOTE: This problem is not seen when we have both TNC-E on same shelf

Steps to reproduce

A single M6 node with TNC in SLOT-1 and TNC-E in SLOT-8
Configure OC3 OSC
Configure them as Pri and Sec reference respectivly
Go to Maintenance->Timing->Report
And check the status
