Cisco Bug: CSCuo56093 - 'qos ue-ambr max-ul 0 max-dl 0' added automatically in configuration

Description (partial)

Symptom:
I tested in the lab with the same version which customer has.
  Image Version:                  14.0 (54079)

1) First time when I configure 'qos ue-ambr prefer-as-cap both-hss-and-local minimum'   I agree that it adds an extra command 'qos ue-ambr max-ul 0 max-dl 0' in configuration.

    qos ue-ambr max-ul 0 max-dl 0

    qos ue-ambr prefer-as-cap both-has-and-local     minimum


2)but when  I saved the config and reload the node, after reload the configuration took into the account.

      MAX uplink                                                       : 0  >>> taken into account

      MAX downlink                                                     : 0  >>>> taken into accont

      Quality of Service Capping                                       : Enabled

        Prefer Type                                                    : Minimum of HSS and Local

The problem is that from now the MME uses minimum of 0 and UE-AMBR from HSS to determine UE-AMBR to send on s1 interface. So it always sends 0, which is considered as an invalid value by the eNB.

3) -  then I changed to the value 1410065408 and then I see

Qos                                                                    : Enabled

    UE-AMBR                                                            : Enabled

      MAX uplink                                                       : 1410065408

      MAX downlink                                                     : 1410065408

      Quality of Service Capping                                       : Enabled

        Prefer Type                                                    : Minimum of HSS and Local



[local]st40-2# show config | grep qos

    qos ue-ambr max-ul 1410065408 max-dl 1410065408

    qos ue-ambr prefer-as-cap both-has-and-local     minimum



Before reload I saved the config "save config /flash/config/<file_name>.cfg" and reloaded the device.


After reload I see :

Qos                                                                    : Enabled

    UE-AMBR                                                            : Enabled

      MAX uplink                                                       : 1410065408

      MAX downlink                                                     : 1410065408

      Quality of Service Capping                                       : Enabled

        Prefer Type                                                    : Minimum of HSS and Local

[local]st40-2# show config | grep qos
    qos ue-ambr max-ul 1410065408 max-dl 1410065408
    qos ue-ambr prefer-as-cap both-has-and-local     minimum

It did not change to value "0". So configuring with value would be the workaround.

Conditions:
In call-control-profile when 'qos ue-ambr prefer-as-cap both-hss-and-local minimum' command is used the ASR5K adds automatically 'qos ue-ambr max-ul 0 max-dl 0' in configuration.
'show call-control-profile' on this ccp returns :
Qos                                                                    : Enabled
    UE-AMBR                                                            : Enabled
      MAX uplink                                                       : Not Configured 
      MAX downlink                                                     : Not Configured

and show configuration returns :
    qos ue-ambr max-ul 0 max-dl 0
    qos ue-ambr prefer-as-cap both-hss-and-local     minimum 

when i save the config and reload then'show call-control-profile' returns now :

Qos                                                                    : Enabled
    UE-AMBR                                                            : Enabled
      MAX uplink                                                       : 0
      MAX downlink                                                     : 0
