Description (partial)

Symptom:
When IGP paths are changing, it is not updating RLDI of VPN leafs. This causes VPN   
leafs to keep pointing to stale pointers.

Conditions:
1. The bwalk reason is not handled properly in shldi processing in HAL.
2. The bwalk Spec in SSE engine ends at leaf. This causes reason to not trickle      
down to child i.e. RLDI of VPN leafs.
3. In 2->1 case, SSE engine code is not setting bwalk reason to repair RLDI of VPN   
chains.
