Description (partial) 

Symptom:
QPPB/BGP-PA features are not enabled when the bundle member of different slice is added to existing bundle.

Conditions:
It will only be seen when we add first member of other slice to existing bundle intf and the feature is already enabled before adding that member. The issue will not be hit in any other cases including bundle flap.
