Description (partial) 

Symptom:
Currently, unclassified traffic (Generic/Non established/Bypassed) traffic is accounted in BWC 0 only with no possible way to change it. 

Example:

If a PQB is configured so that all users are using package 1 configured to use BWC 1, then we will still see some traffic in the BWC 0 because of the new flows and unclassified flows that will still be accounted in BWC 0

This feature request is opened so that we would be able to define (either in SCA-BB or in SCOS CLI) the default BWC in which the Generic traffic/Non established/or Bypassed traffic should go.
