Description (partial)

Symptom:
blur background will be viewed when phone have incoming call

Conditions:
Steps:
1. add phone service for DisplayOff(http://10.74.63.196/ASPFILES/DisplayOff.xml), subscrible it to phone
2. add SURL PFK for this DisplayOff service
3. set 'Display On When Incoming Call' is enable
4. press DisplayOff PFK to close phone's UI
5. generate one incoming call to phone
6. view phone's UI-------blur background is view ,you can see screenshot, reset phone is ok
