Symptom:
Got Warning message when do LC HA  %GENERAL-4-VLAN_WRNEVENT: c10k_ttcm_get_injection_vcci: no info for VLAN ID 2003  on interface TenGigabitEthernet0/0/0

Conditions:
cm online with multiple service-flow, its primary service flow NOT in l2vpn, but some other non-primary service flow configured in l2vpn.
