Description (partial)

Symptom:
SNMP adapter parsing exception in master logs and FATAL ERROR in scheduler.out.  Traced this to an SNMP action that is triggered by a job event on an FTP job.  The <jobcommand> variable is not getting replaced, and because it has angle brackets it is causing the xml parser the master uses to fail.  So this SNMP action is not getting triggered.
HOTSITE: Make sure <jobcommand> gets replaced with blank if using an FTP job (which has no command)

Conditions:
The <jobcommand> variable is not getting substituted in an SNMP action when the job that kicks off the event (which fires the action) is a FTP job.  It should just get substituted with blank in this case.
