Description (partial)

Symptom:
1. When adding C6800ia to stack switch as member and waiting IOS upgrading form 15.0(2)EX2 to 15.0(2)EX5 by FEX.
Suddenly 6500 with SUP2T VSS detected dual active and old active gets into recovery mode and goes reload.

2. When the total number of 6800ia(provision included) is 21, removed one 6800ia switch then rejoin the switch with different
switch number, due to exceed the limitation of 21 clients, VSL becomes down and gets into recovery mode and goes reload.

Conditions:
For 1:
(Parent Switch)
6500 series VSS switch with SUP2T running 15.1(2)SY2

(Master Switch)
6800ia running 15.0(2)EX5 

(adding Member Switch)
6800ia running 15.0(2)EX2


For 2:
(Parent Switch)
6500 series VSS switch with SUP2T running 15.1(2)SY2

The total number of 6800ia(provision included) is 21,
removed one 6800ia switch then rejoin the switch with
different switch number.


This issue is not seen on 6880-X.
