Description (partial)

Symptom:
As a result of CSCue49346 added possibility of change for default  behavior of preallocation of  4K LIF for L3 sub interfaces.

The command "platform sub-interface maximum-vlan vlan-id" change this behavior, but by specifying the max-vlan value we limit not only the number of vlan but also range of vlans that can be used on sub int in the way [1-max vlan]


This enhancement is about 

1) adding a some kind of mapping
or
2) possibility of specifying a range of vlans [min vlan - max vlan] that can be limited versus specifying only  max vlan value as it is currently [1- max vlan]

Conditions:
L3 with subinterfaces
