Description (partial)

Symptom:
phone doesn't show valid information when not configure the primary line

Conditions:
To reproduce this simply take a phone that is registered to UCM and delete line 1 in CCMAdmin.  Save, then Apply Config.  The phone will show "Phone Unregistered" on the LCD and will remain like this indefinitely.
There is no error to give the user any hint that the phone is simply missing line 1 from the configuration.
