Description (partial)

Symptom:
Config Agent initiates alert in RTMT and Cisco Syslog every hour, for a long time:

Oct 22 13:35:11 <HOSTNAME> local7 3 : 60: <HOSTNAME>: Oct 22 2013 11:35:11.185 UTC : UC_CupCA-3-EspConfigAgentRemoteDBAccessError %[UNKNOWN_PARAMNAME:RemoteDB=EspConfigAgent could not reach database on node <IP_ADDRESS>][AppID=Cisco UP Config Agent][ClusterID=StandAloneCluster2d673][NodeID=<NODE_ID>]: Cisco UP Config Agent service was unable to access a remote CUP database

Conditions:
The issue is that rosterupgradequeue tables are full of (old) entries and the new one could not be written because of duplication. And that initiates alarm.
