Symptom:
tail dropping for PPPoEoA sessions
used HW: SPA-3XOC3-ATM-V2

Conditions:
too large range of VBR-NRT values make clock rate for VBR-NRT node slow and therefore shapers for larger bandwidth start shaping too early.
