Description (partial) 

Symptom:
The workflow email notification is not working when multiple recipients are provided.

A semi-colon ";" separator shows an error message "Unable to send notification email." in the workflow log.
When using space " " as separator no error message is shown and no email notification is sent.

Same issue is seen with UCSD version 4.1.0.2 and 4.1.0.3

Conditions:
Configure more than one email address in the CC line.
