Description (partial)

During operation of 7600, linecard generates XDRs flowing towards SUP. 
When the XDR rate becomes too high the memory on SUP starts to deplete at a very rapid pace. 
Currently there is no controlling mechanism to check this flow

So a throttling mechanism shall be provided for controlling low priority and medium priority XDRs. 
This throttling mechanism will ease the load on SUP memory and memory depletion shall stop after 
applying throttling for those  type that are sending high amount of XDRs.
