Description (partial)

Symptom:
Remote mirroring transfers become stuck (do not complete).  LowPriorityStats log wil show low priority connections with available bandwidth, but they are not transmitting any data.  The evaluators are unable to continue and resiliency may become compromised.

Conditions:
Rare.  This is a rare condition where the final chunk of data to be transferred is queued at the same instance that the per interval limit for a given connection is encountered.  The result is that the flag indicating that the connection has data waiting to be transmitted remains cleared so that the remaining data does not get sent.  Although leaving the data is available to be transmitted flag cleared may occur each time the per interval limit is encountered, the flag will be set again when more data is queued so the broken code has been hidden.  This problem only caused the transfer to become stuck when this occurs at the same time the last chunk of data has been queued.
