Description (partial)

Symptom:
Approve "Order VM from Template" by CPTA or OTA is not getting Approved and ending with pop up alert:
"Page is loading. Please try after some time"

Conditions:
"Order VM from Template" service is not getting approved by CPTA or OTA. Below are the steps to reproduce the issue:
a. Login as CPTA and go to System Settings
b. Click on the Approvals tab
c. Click the Configure Approvals link.
d. Choose Order VM from Template from the Service Name combo box
e. Choose Yes for the CPTA role then submit the order
f. Login as VSO and order a VM from Template
g. Login as CPTA and go to Approvals
h. Locate the req from the VSO Order VM and click on it.
