Description (partial)

Symptom:
When using the " (double quotes) in the LDAP provider bind dn password, it is not consistent in behavior.

It will only work until a cluster failover is done to change the primary and secondary roles.

When we try to login to the UCSM after the failover  and HA is ready, it will fail with authentication failure.

At that point, we can log into the UCSM with admin credentials and re-enter the dn bind password in the LDAP provider page.

After this the LDAP login will work until the primary and secondary role of the FI is reversed again.

Conditions:
Issue gets triggered only if a failover is issued.
Tested with other special characters like ! * and it worked consistently
