Description (partial)

Symptom:
Job with Job-Based Timezone start at mid-night before scheduled time

Conditions:
Jobs with Job-Based TimeZone (Asia/Tokyo)under job group without Time Window will run at mid-night before job scheduled start time.

Steps to reproduce:
1. Set System Configuration to use Master Time Zone
2. Add Timezone for Asia/Tokyo
3. Create job group with daily calendar and without Job-Based Timezone
4. Create job under that job group with Job-Based Timezone (Asia/Tokyo) with start time 7:15 AM
5. Insert job group in schedule and note scheduled start time 3:15 AM
6. After job run in next schedule check JAC Details History tab and note job ran at start of new production day before scheduled start time.
