Description (partial)

Symptom:
This bugs is specific in ISSU code where upgrade happens from (6.1.X, 6.2.2, 6.2.2a, 6.2.6, 6.2.6a) to 6.2.8. The bug will be exposed only when we have specific config of two vdc on same LC with one VDC having VPC config and the other VDC having VPC+ (Fabricpath) config. Both vdc should have same vlan. On iSSU we are deleting ftag 0 entries on vpc setup which we not supposed to. Fixed now.
