Description (partial)

The proxy CPU numbers in SNMP, track_stat logs and status, no longer give an accurate indication to the amount of traffic the WSA can handle.

When the WSA negotiates SSL connections with https sites, we are computing the time of additional worker threads doing the negotiations.  This results in the CPU time displays being inflated, and can over 100%.  The CPU time used by these additional threads, should not be counted against the CPU that proxy has for running requests.
