Symptom:
Routing to local subnet fails after removing LISP confguration

Conditions:
a) LISP Mobility configuration is present before the upgrade
b) LISP Mobility configuration is removed by any of the following commands:
 no feature lisp
 OR
 interface <number>
 no lisp mobility
